The postal department plans to enter the banking business with the Reserve Bank of India deciding to grant new bank licences to entities with credible track-record.

Sources said the Department of Posts, which has a strong foot print in rural areas, has appointed Ernst and Young (E&Y) as the consultant for the proposed ‘Post Bank’

“Ernst and Young is expected to submit a detailed project report by April, after which all the necessary measures will be taken up to apply for banking licence,” a source at the Ministry of Communications and Information Technology told PTI.

The sources added that the Department of Post (DoP) might need Cabinet approval for setting up Post Bank of India.

Of the 1.55 lakh post offices in the country, around 24,000 district offices may be ready to offer banking services in the next two years.

The DoP is in process of setting up 1,000 ATMs.

“Post Bank shall not only take care of the banking needs of the rural poor but shall also converge with micro-insurance and micro-remittance services of the DoP,” the source said.

As per data shared with Parliament, there were over 26 crore operational small savings accounts in post offices as on March 31, 2012, having deposits worth Rs.1.9 lakh crore.

SPECTACULAR SUCCESS OF TWO-DAYS STRIKE BY C.G.EMPLOYEES ALONGWITH WORKING CLASS OF INDIA

PRESS STATEMENT

About 8 lakhs Central Government employees took part in the 48 hour (two day) general strike yesterday and today organised by the Indian working class as per the call of the Joint platform of 11 Central Trade Unions of the country. Besides 5 lakh Defence Civilian employees are also reported to have participated in this historic action.

The Strike was total and cent per cent in Income tax and Postal departments. The participation ranged from 60 to 90% in other Government of India organisations except in the Central Secretariat. As per the report, the strike was total in Assam, Tripura, West Bengal, Orissa, Bihar Andhra Pradesh, Tamilnadu, Kerala, Chhattisgarh and 60 to 70% in Rajasthan, Gujarat, Madhya Pradesh, Punjab, Haryana and partial in other States.

In Delhi, the Income tax and RMS offices of the Postal Department virtually remained closed. Not a single employee reported for duty in these offices. Many offices of the Civil Accounts and Post offices in Delhi also did not function on these two days.

Many establishments of Printing and Stationery, Indian Bureau of Mines, Geological Survey of India, Medical Depots, Customs, Ground Water Board, ISRO, Directorate of Marketing Inspection, Civil Accounts, Central Public Works Department remained closed throughout the country on both the days.

The National Secretariat of the Confederation places on record its sincere gratitude and appreciation of the efforts undertaken by the State/Branch level leaders to make this historic action of the Indian working class a resounding success by eliciting the total participation of the Central Government employees. The success of the two days strike action will no doubt embolden the employees and workers to chalk out intensified action programme including indefinite strike action to compel the Govt. to rescind the anti-people economic policies pursued since 1991.

We (NFPE & FNPO) once again extend our warm greetings and congratulations to all Postal and RMS employees who made the two days nationwide strike a thundering success. About 1,50,000 Postal and RMS offices including Branch Post offices remained closed for two days. About more than five lakhs employees including GDS struck work. Though the strike will be over tonight, the struggle against the anti-worker policies will continue. Let us keep this unity and fighting spirit intact.

20.02.2013 & 21.02.2013 – Two Days General Strike

I fervently trust that preparation for the successful conduct of proposed two days strike of 20.02.2013 to 21.02.2013 which will be the first biggest strike of the united Indian working class with the expected participation of more than 10 crores workers against the retrograde anti labour, anti people and neo liberal economic policies of the Central Government will be in full swing. Please organize meetings; meet every member and ensure 100% participation of our membership in the ensuing strike.

The joint strike notice had been served by the Postal JCA to the Department of Posts on 22.01.2013 in which we raised the postal oriented demands like the appointment of the 7th Pay Commission, DA merger, abolitions of posts, National Postal Policy, Cadre review, GDS and Casual labourers demands etc. Please organise jointly with all postal unions in JCA and ensure full participation in the Feb 2003 strike.

I fervently trust by this time all of you and your delegates would have booked the journey tickets to attend the 29^th AIC proposed to be held at Thiruvananthapuram from 10.03.2013 to 12.03.2013. I am further confident that you would have already furnished the details of your delegates/visitors, their journeys etc. to the 29^th AIC Reception Committee. Advertisement to Souvenir

The Reception Committee as well as our CHQ has requested all the branches to procure one or two advertisements each of the divisions for the 29^th AIC. But to our dismay many have not responded so far. This can be provided from branches; from the P&T Societies and also from the well wishers. The Reception Committee has provided 40% commission for such advertisements also. Except Tamilnadu circle, which they are holding 1^st AIC of GDS NFPE union from 21.03.2013 to 22.03.2013 and Andhra Circle which is holding the Federal Council from 09.06.2013 to 12.06.2013 at Hyderabad, all other divisional secretaries/Circle Secretaries are once again requested to kindly bestow their efforts to procure advertisements for the souvenir to be released to mark the occasion of 29^th AIC. I fervently trust that you will respond to the request of the CHQ immediately.

Essay Competition

The 29^th AIC has already announced essay competition on the topic of ‘Future of India Post’ and decided to award three prizes in the AIC. This is nothing, but to develop the skill and talents of our comrades in analyzing the issues in the prospective lines. The cut off date for receipt of such articles had been fixed as 28.02.2013 by the reception committee. All the interested comrades are requested to forward the articles to the reception committee and also copy to the CHQ.

Venture - 2013

We proposed to release ‘Venture 2013’ in the ensuing All India Conference. We are exerting all our sincere efforts to bring out the book most comprehensive. This time the volume of the book will also be bigger in size which may contain around 800 pages. We are arranging index to all orders also. It will be a master guide for all unionists. The rate will be decided as per the practice of ‘No gain; No loss’. All Branch Secretaries are requested to make indent immediately to CHQ to assess the correct quantum of requirement of the book.

Federal Council meeting

It is proposed to hold the NFPE Federal Council in Hyderabad (Andhra Pradesh) from 09.06.2013 to 12.06.2013. Various political leaders and trade Union leaders of the Fraternal organizations will address in the Federal Council. Let us hope that the ensuing Federal Council will mark its glory in the history of Postal Trade Union movement.

AIPEU (GDS) NFPE – 1^st All India Conference

The first All India Conference of AIPEU GDS (NFPE), an associate member of NFPE is proposed to be held at Chennai from 21.03.2013 to 22.03.2013. About 1000 delegates and visitors are expected. The Reception Committee headed by Com. K. V. Sridharan and Com. K. Ragavendran as chairman and General Secretary respectively requested our branches to extend financial Assistance to the reception Committee by way of obtaining an advertisement to the souvenir from each division to manage the funds. As the preparation for AIC has just started within two months, the reception Committee is struggling very hard to manage the funds and sought the help of our comrades. Shall I seek your cooperation to make sincere efforts to secure maximum advertisement to the souvenir proposed to be released to mark the occasion of 1^st AIC of AIPEU GDS Union.

NFPE – Eastern Zone Study Camp

Our Federation proposed to hold the Zonal Study Camp in Guwahati (Assam) on 27.04.2013 to 28.04.2013. Accordingly to the Federation Circular, the quota to P3 for the participation of study camp has been fixed as under.

Assam - 40

All Circle Secretaries of the above Zone are requested to nominate the delegates and ensure booking of their journey tickets well in advance. Delegate fee has been fixed atRs. 600/- per delegate.

DISCUSSION FAILED.

CENTRAL TRADE UNIONS DECIDE TO GO AHEAD WITH THE TWO DAYS STRIKE.

Cabinet Minister for Labour Shri Mallikarjun Kharge and Minister of States for Labour Shri Kodikkunnil Suresh held discussion with Central Trade Union leaders on 13.02.2013 on the Charter of Demands. Discussion failed as Government is not ready to concede the demands.

Sir,

With reference to letter No. JCA 2013 dated 22^nd January, 2013 from Postal Joint Council of Action stating that all the Postal/RMS/MMS/Administrative and Postal Accounts Employees and all the Gramin Dak Sevaks will go on two days strike on 20^th& 21^st Feb, 2013 in support of Charter of Demands enclosed with the letter referred to above. Part-I of The Charter of Demands relates to the entire Government of India and perhaps will be examined by Department of Personnel and Training. Part-II of the Charter of Demands relating to the Department of Posts is being examined by us. The progress in respect of these demands will be intimated to you shortly.

2. As you are aware the Department of Posts has a well established system to resolve the demands of the employees through discussions across the table. In the recent past, periodical meetings granted by Secretary (Posts),JCM Standing Committee Meeting and JCM Departmental Council Meetings were held where a number of issues have been discussed in detail and the minutes has been issued to all concerned for solving staff matters. It is felt that no fruitful purpose is served by agitation especially when the problems can be mutually discussed and resolved. Such disruptions also hamper our business and goodwill.

3. In view of the above, it is requested that both the federations and its affiliated Unions may call off the strike so that the Postal Services are not hampered and public is not put to any avoidable inconvenience.

21^st MEETING OF POSTAL SPORTS BOARD HELD AT HYDERABAD ON 05.06.2012.

I am directed to invite your kind attention to the minutes (Circulated vide No. 2-01/2012-WL/Sports dated 18.06.2012) of the 21^stmeeting of Postal Sports Board held ay Hyderabad on 05.06.2012 under the Chairmanship of Secretary (P) . In the meeting , total 49 items were taken up for consideration and after discussion: the decisions taken in the meeting in case of 14 items are hereby conveyed as under. The orders will be issued separately for the remaining items requiring decision.

(i) Item No. 1- Introduction of Women Team in the All India Postal Chess Tournament.

It was decided to introduce women Chess Team in All India Postal Chess Tournament subject to the stipulation that nomination of players will be made on merit and only those players will be nominated who have the skill of competing at the All India Level. For this purpose it would be desirable to have scrutiny of players by professionals by the concerned Circles.

(ii) Item No. 5- Enhancement of the rate of Refreshment allowance for players.

It has been decided that there is no change in the rate of the existing Daily Allowance being paid to the players at the rate of Rs. 150/- per day. However, it has been decided to enhance the rate of Refreshment Allowance to the players from the existing Rs. 60/- per day o Rs. 75/- per day in case of All India Postal Meets so as to bring it on par with the Refreshment Allowance being paid in case of National Tournaments.

(iii) Item No. 6- Payment of local conveyance to the players who participate in the All India Tournaments.

In the meeting , the subject regarding the payment of local conveyance o the players who participate in All India Postal Tournaments was taken up for consideration in the past, the players were not being paid any local conveyance . It has been decided to allow for payment of local conveyance to the players from their home to Railway Station and back, who participate in All India Postal Meets.

(iv) Item No. 7- Increase in the strength of the football team as per FIFA Rules in the All India Postal Football Tournament to 18 players from the present 15.

The subject regarding increasing the strength of the number of players in the Circle Football Team who participate in the All India Postal Tournaments was taken up for consideration. After discussion, it has been decided to increase the strength of the Football Tram to 11+7 (18) players from existing 11+4 (15) players as per FIFA Rules for participation in All India Football Tournaments.

(v) Item No. 10- Increase the strength of the Table –Tennis women’s team and Veteran Men’s team in the All India Postal Table Tennis Tournaments.

In the meeting , the subject regarding increasing the strength of the Table Tennis Women’s Team from existing 3 players to 4 players and veteran Men’s team from 1 player to 2 players in All India Postal Table Tennis Tournament was taken up for consideration. After due deliberations, it was decided to increase the strength of Women’s Table Tennis Team to 4 players from the existing 3 players for participations in the All India Pose Table Tennis Tournaments. However, there is no change, in so far as participation of veteran (Men) in the Tournaments in concerned.

(vi) Item No. 11- Participation by Circles in local league matches/tournaments.

The matter regarding issue of suitable guidelines to Circles to participate in local league matches/tournaments was taken up for consideration. It was pointed out during meeting that the Department never issued any instructions which would disallow teams from participating in local league matches/Tournaments. After discussion it has now been decided the Circle team s may be allowed to participate in local league matches/Tournaments under the banner of India Post so as to enable the Circle Teams to enhance their performance, wherever possible and practicable. HOC may decide it on case to case basis.

(vii) Item No. 13- Arranging practice matches during the coaching camp before the start of the All India Postal Meets.

The subject regarding arranging practice matches during the coaching camp before the start of the All India Postal Meets was taken up for consideration. After discussion, the competent authority has agreed to the proposition to the extent it is possible and practicable.

(viii) Item No. 15- Nomination NIS Coaches duly approved by Sports Authority of India to be sent with Postal Teams participating in National Tournaments and All India Postal meets.

In the meeting, the subject regarding nomination of NIS Coaches duly approved by Sports Authority of India o be sent with Postal Teams participating in National Tournaments and All India Postal meets was taken up for consideration . The proposal was agreed to in principle. Accordingly, it has been decided that officials who are qualified as NIS Coaches will be given preference for nomination as Coaches of the Postal Teams, while participating in National Tournaments. The Circles will also ensue that, as far as possible, such NIS qualified officials be nominated as Coaches of the Circle Teams for All India Postal Meets/Tournaments.

(IX) Item No. 23- Provision of medical facilities to players during play/practice.

The subject regarding provision of medical facilities to players during play/practice was taken up as per Item No 23 for consideration in the meeting. Accordingly it has now been decided in the meeting that the players of the Circle Teams may be provided medical facilities during the practice matches organized during the coaching camp period prior o their participation and during the course of holding of Alkl India Postal Meets.

(x) Item No. 24- For increase in kit allowance for All India Postal Meets/Tournaments.

The matter regarding increase in kit allowance for All India Postal Meets/Tournaments was taken up for consideration. The competent authority is pleased to approve enhancement in the kit allowance for the players who participate in National tournaments from Rs. 750/- to Rs. 1500/- per person.

(xi) Item No. 26- Nomination of Coaches for Circle Teams for All India Postal Tournaments.

The subject regarding nomination of Coaches for Circle Teams for All India Postal Tournaments was taken up for consideration. After discussion, it has now been decided that preference should be given to those officials who have played in International/National Tournaments for nomination as Coaches for the Circle Teams for the All India Postal Tournaments.

(xii) Item No. 27(b)- Institution of Rolling Trophies for the Winners and Runner-up Teas instead of Shields in All India Postal Tournaments.

The matter regarding institution of Rolling Trophies for the Winners and Runner-up Teams instead of Shields in All India Postal Tournaments was taken up for consideration. It has now been decided by the competent authority that Rolling Trophies will be instituted to the Winners and Runner-up Teams in All India Postal Tournaments, w.e.f. 2013-2014.

(xiii) Item No. 32- Payment of kit allowance to Artist participating in the All India Postal Cultural Meets/Tournaments.

The matter regarding payment of kit allowance to Artist participating in the All India Postal Cultural Meets/Tournaments was taken up for consideration. In the past the Artist were not being paid any kit allowance for participation in the cultural Meets/Tournaments. The competent authority is pleased to convey its approval for grant of kit allowance of Rs. 500/- to the artists participating in the cultural events. This allowance is being approved to meet the expenditure on costumes etc. which the artists are required o wear during performance.

(xiv) Item No. 37- Funds under Sports head may be allotted much ear lie for proper utilization of money in time.

The subject regarding allotment of Funds under Sports head may be allotted much earlier for proper utilization of money in time was taken up for consideration. Any deadly in allotment of funds occurs due late receipt of audited accounts of previous year from the Circles, which is mandatory for release of funds for the subsequent year. In order to avoid hardship to the Circles which send the audited accounts in time, it has been decided to process their cases in the first phase so as to release funds to these Circles by mid-July. The issue of release of funds to Circles which are late in submission of audited accounts will be taken up separately.

These orders will come into force with effect from 01.04.2013. Past cases will not be re-opened.
