Dear Friends and Comrade,

            As already decided by the PJCA, the two days strike demanding bonus-parity to GDS and payment of revised wages to casual labourers will take place on 9th& 10th November 2016. There is no positive outcome till this date. File is still pending in Finance Ministry. The PJCA has decided to serve the strike notice on 20th October 2015 to Secretary, Department of Posts, New Delhi. On that day, dharna is being organized in front of all Divisional/Regional/Circle officer by PJCA, as already decided.

            Copy of the strike notice should be served to all Circle/Regional/Divisional heads after conducting demonstrations. Draft copy of the strike notice is enclosed herewith.

            Please print notices and also issue circulars to all offices including Branch Post offices so that every employee shall get ready for the strike, if demands are not settled before 9th November 2016. Conduct intensive campaign among all employees.

            Please treat it as most urgent and important.

Sub: - Indefinite hunger fast inside the Campus of Dak Bhawan , New Delhi by all
Secretary Generals and General Secretaries of NFPE, FNPO and GDS Union from
 3rd November 2016.

Sir,
           It is intimated that Indefinite hunger fast inside Campus of Dak Bhawan, New Delhi
 by the of all  Secretary Generals, General Secretaries of NFPE, FNPO and GDS Union will
be organized from 03rd  November,  2016 for the following pending demands:
                                    
                       (1)   Grant of enhanced bonus to GDS.

                       (2) payment of revised wages of casual labourers and revised bonus .

            As you are aware the bonus calculation ceiling of all Central Government employees was raised from 3500 to 7000 by the Government from 01.04.2014 onwards and orders were issued on 29.08.2016. Arrears for the financial year 2014-15 were also paid to the all departmental employees. But till this day, orders for payment of enhanced bonus to three lakhs Gramin Dak Sevaks are not issued by the Department of Posts.

            Similarly, eventhough the Postal Board has issued orders revising the wages of casual labourers w.e.f 01.01.2006 as per the 6th CPC minimum wage of Group ‘D’, till this day many circles and divisions have not paid the arrears to the poor, unorganized, marginalized and most exploited section of casual, part-time, contingent employees and Daily rated mazdoors. eg: Kerala Circle, Tamilnadu Circle etc.). 7th CPC revision has also become due now.

            It is therefore, requested to permit us to sit inside the premises of Dak Bhawan for Indefinite Hunger Fast from 03rdNovember, 2016. The Hunger Fast will be peaceful.

Ref: -   Dte. Letter No. 30-22/2016-D dt. 22.09.2016, 29.09.2016 and 30.09.2016.

Your kind attention is drawn towards Directorate letter referred above on the above subject.

            As per the order of the Dte. Dt. 30.09.2016 in para (g), arrangements for delivery of parcels during the festival season should be made in offices, on all Sundays and Holidays and in late evenings, in order to ensure that e-commerce parcels, do not lie undelivered and clog the delivery channel.

            Top to bottom control room is arranged to monitor and to ensure 100% delivery of the e-tail articles booked at Naaptol, Amazon and with various e-commerce companies on hour to hour basis including on all the Sundays and Religious Holidays till January 2017, by engaging the existing staff without any rest, in the name of compensatory off, by which the other working staff have to share their work in addition on week days. The booking projection shown in the annexure of the Dt. Letter will show that lakhs of such online booked parcels have to be delivered within the festive season without any delay. Thus our staff are squeezed like bonded labourers in the name of improving e-commerce business. This was already carried out on Pooja and Muharram Holidays, during the week.

            The hard earned week-end Sundays and Religious Holidays are now snatched and our existing Staff are threatened to work in 24x7 and 3x8 environment, without any additional establishment and without any extended facilities as available in the similarly placed Departments.

            Hence, your immediate intervention is highly solicited, so as to cancel the orders and to ensure the week-end Sundays and religious holidays, a reality to the working staff.

IMPLEMENTATION OF CSI ROLL OUT IN KARNATAKA CIRCE

Sub: -  Implementation of CSI roll out in Karnataka Circe – regarding.

Sir,
            It is learnt that the Department is proposing to implement CSI roll out in a few divisions in Karnataka Circle before December 2016. In this connection I would like to intimate that the CSI Pilot roll out in Mysore division is not working smoothly as several problems are yet to be set right.

            Around 15 problems are still existing in Mysore division which are furnished below for your kind notice.

1.    POS-pin code directory not updated resulting in delay.
2.    Speed Post amount not rounded off to rupee in bulk booking.
3.    Details of declaration every time is to fed in bulk foreign article.
4.    Post box updation not happening immediately and amount not included in pod cash.
5.    Redirected emos not allowed to issue to postman.
6.    Data not recd for BPCODs.
7.    Cancelled emos also comes for payment.
8.    Sale of some new stamps not happening in SAP.
9.    Not allow to rebook proof of delivery of speed articles booked by high court New Delhi for which amount for rebooking pod collected in advance while booking speed post articles.
10.  IVPS-not allows to close single bag to redirected/Rtd to sender regd articles, many bags with 2/3 articles to be closed.
11.  Cod redirection not provided.
12.  dpms-fetching not happening RMS not switched on to CSI.
13.  PLI collection inclusion automatically not happening. Done thr’o voucher posting.
14.  Tracking of articles not happening in India post web
15.  In addition to these many problems not resolved in SAP which is a hard nut to crack which designed for software professionals.

            Since the CSI pilot roll out in Mysore division is not working satisfactorily, the business in the division has also come down resulting in loss of revenue to the department.

            I earnestly request you not to implement the project in other divisions till such time all the issues are set right in Mysore division. The implementation of the roll out may kindly be deferred in the interest of department and staff. We have no objection for implementing the project once all the problems noticed are set right. A line in reply on the nature of action taken may kindly be intimated.

Dear Comrades,

As you are aware, the National Secretariat of the Confederation has decided to organize three-phase agitational programmes protesting against the totally negative attitude of the Government against the Central Government employees and pensioners and also demanding immediate settlement of their legitimate demands, including increase in minimum pay and fitment formula as assured by three Cabinet Ministers including Home Minster, Finance Minister and Railway Minister.
1st Phase – 20.10.2016    –   Protest demonstration and gate meetings. Adopting and sending resolution to Government.
2nd Phase – 07.11.2016   –   Mass Dharna
3rd Phase – 15.12.2016   –   Massive Parliament March

It is also decided that the agitational programmes shall culminate in strike, jointly with all like minded organisations.
SERIOUS PREPERATIONS FOR PARLIAMENT MARCH SHOULD BEGIN NOW ITSELF
The National Secretariat has decided to ensure participation of not less than 20000 central Govt. Employees in the Parliament March on 15.12.2016. The following quota has been fixed to each affiliated organization and C-O-Cs. Only two months are left now. It is needless to say that the participation of 20000 employees can be ensured only if each affiliated organization and COC make sincere and conscious effort to ensure the participation of maximum employees from their organization/C-O-C as per quota fixed. Employees are ready, only thing is that leaders should take the initiative to mobilise them.
Each affiliated organisation should fix quota to their state/District/Divisional units. Similarly each C-O-C should fix quota to each affiliated organization at state/District level. This work should be done in a serious and systematic manner on top priority basis. Continuous follow up action on day-to day basis is also required.Travel tickets, special vehicles etc. should be booked well in advance. Waiting upto the last minute and then stating non-availability of tickets as reason for non-participation or less participation should be avoided. Maximum flags and banners are also to be brought by each unit of organization/COCs.
All affiliated organisations and C-O-Cs are requested to give wide publicity to the Parliament March through all means of Communications including print and electronic media, websites and social media. Let us all join together to make the Parliament March a historic event and grand success.
Copy of the circulars fixing quota to each Unit/organization issued by all Affiliated of Confederation and C-O-Cs may be emailed to Confederation CHQ for publishing in the website.
