OFFICE MEMORANDUM
SUBJECT:- TIMELY AND ADVANCE ACTION IN CONVENING OF DEPARTMENTAL PROMOTION COMMITTEE MEETING IN TERMS OF MODEL CALENDAR-REGARDING.
THE UNDERSIGNED IS DIRECTED TO STATE THAT WITH A VIEW TO HAVING THE APPROVED SELECT PANELS FOR PROMOTION READY IN ADVANCE IN A TIME-BOUND MANNER, THIS DEPARTMENT HAS ISSUED A MODEL CALENDAR FOR DPCS VIDE OM NO. 22011/9/98-ESTT. (D) DATED 8TH SEPTEMBER, 1998 AS MODIFIED VIDE OM NO. 22011/4/2013-ESTT.(D) DATED 28.01.2015. AN INDICATIVE PATTERN HAS BEEN PROVIDED IN THE MODEL CALENDAR FOR VARIOUS EVENTS INVOLVED IN THE PRE/ POST DPC RELATED ACTIONS. ALL THE MINISTRIES/DEPARTMENTS HAVE BEEN IMPRESSED UPON FROM TIME TO TIME BY THIS DEPARTMENT TO ADHERE TO THE PRESCRIBED TIME-LINE SO AS TO ENSURE THAT THE PANEL IS READY IN TIME AND IS UTILISED AS AND WHEN THE VACANCIES ARISE DURING THE COURSE OF THE VACANCY YEAR.
2. IT HAS BEEN BROUGHT TO THE NOTICE THAT MANY PROMOTION POSTS ARE LYING VACANT DUE TO ABNORMAL DELAY IN CONVENING DPCS. THE OBJECTIVE OF TIMELY PROMOTIONS OF EMPLOYEES M VARIOUS MINISTRIES/DEPARTMENTS CAN BE ACHIEVED ONLY BY HOLDING DPC MEETINGS.
3. IN VIEW OF ABOVE, ALL MINISTRIES/DEPARTMENTS ARE AGAIN ADVISED TO ENSURE STRICT COMPLIANCE OF INSTRUCTIONS IN ORDER TO ACHIEVE THE DESIRED OBJECTIVES OF TIMELY CONVENING OF DPCS/PREPARATION OF APPROVED SELECT PANELS WITHIN THE PRESCRIBED TIME FRAME.

Dear Comrades,
Preparation for making the 15th December 2016 Parliament March a historic success is progressing in full swing in all the states and Districts. Only one month is left now. All CHQ/State/Local leaders should intensify the campaign and mobilization. Confederation’s rally and parliament March will definitely have its own impact on all concerned. More than 20000 Central Government Employees will participate in the rally. Confederation of Central Govt. Gazetted officers organisations and some organisations of Autonomous bodies have also agreed to join the Parliament March.
Needless to say that the success of the rally and Parliament March depends on the efforts being made by the Affiliated organizations and C-O-Cs (especially at the grass root level) to ensure participation of employees as per quota fixed by National Secretariat. As Confederation alone is conducting the rally, our responsibility increases. Government may be keenly observing our campaign and mobilization. The rally and parliament march should become a warning signal to the Government that Central Government employees will not allow to be cheated by the powers that be. The evil designs of the Govt. shall not go unquestioned and unexposed.
CAMPAIGN PROGRAMME – CHANGES MADE - PLEASE NOTE
Available National Secretariat members at CHQ met on 13.11.2016 and reviewed the progress of the mobilization. It is decided that the campaign programme (see the circular dated 02.11.2016) in states, far away from Delhi, may be conducted by the C-O-Cs itself by utilizing the services of National Secretariat members available in their states and C-O-C leaders. No National Secretariat members from outside their state will be made available (National Secretariat members who are earlier allotted to outside their states may please note). It is further decided to concentrate the campaign in Delhi and following nearby states in the coming days. Meetings at the following places will be addressed by leaders shown below.

Sir,
Due to monetization Scheme, there is huge rush in the Banks and Post Offices and the Cap of Rs.24000/- for withdrawal from the S.B. Account has been imposed by the Government of India. It will create more problems to the staff to withdraw the amount of salary from the SB Accounts from Banks and Post Offices and it will adversely affect the work also because everyone will have to stand in long ques to withdraw the amount.
Keeping in view the above facts, it is requested to kindly cause orders to disburse the salary of the staff in cash for the month of November,2016.

Sub: Demonetization Scheme of Government of India. Problems being faced by the Staff in POs-Reg.
Sir,
Under demonetization scheme, Post Offices have also been entrusted work of deposit and exchange of withdrawn old series currency notes of Denomination of Rs. 500/- and 1000/- on par with Banks. There is vast difference in the infrastructure and facilities between Banks and Post Officers.
2 The problems being faced by the staff are mentioned below:
(i) There is no note counting machines in most of the Sub Post Offices. As the cash is coming for deposit in huge quantity so the counting machines are required in each Sub Post Office. This process will continue upto 30th December, 2016 and there is possibility that the Government may extend the date, so the counting machines should be supplied as early as possible.
(ii) Fake currency detecting machines are also required to detect the fake currency notes because due to heavy rush it will be very difficult for staff working on counters to identify the notes so the poor postal employees may be safe guarded to become victim of loss.
(iii) The working hours of Post Offices have been fixed from 8 a.m. to 8 p.m. This is totally impractical and harassment of staff particularly for those who are working in SOs .As in SOs there is no cash remitting facilities. Cash to SOs is supplied from HOs. No where cash reaches at 8 A.M. For remittance of cash to and from SOs, no proper arrangement has been made by the local authorities. Remittance of cash by the staff working in SOs to HO in late hours is very risky as there are no safety arrangements. Necessary instructions in this regard may be issued to all concerned.
(iv) All single handed sub post offices should be provided one additional hand till the finalization of this demonetization scheme so that other works of Pos may also run smoothly.
(v) Orders should be issued to accept WOS notes for other Government deposits like PLI/RPLI and other SB Schemes etc because when one person in single handed SO is giving WOS notes to deposit or exchange in one side and if it is refused to deposit in PLI/RPLI and other SB Schemes , it is accepted this becomes cause of quarrel. So necessary orders may be issued in this regard.
(vi) Proper security arrangements should be made in all Pos and particularly, for lady employees working in SOs at far off places should be provided conveyance facility with security in late hours.
(vii) For extra working hours and for holidays and Sundays remuneration at par with Banks should be paid to the all postal employees deployed in this work. It has come to our notice that Banks are paying award @ Rs.3000/- per day to officers and @ Rs.2000/- per day to subordinate staff and lunch & dinner allowance @ Rs.500/- per day. Same may be paid to Postal Employees.
(viii) The huge amount of WOS notes is being accumulated in the Treasuries of HPOs with whom remitting is made and the SBI is refusing to accept the same Therefore, it is requested that the higher authorities of RBI and SBI should be contacted to cause the orders for their branches to accept the WOS Cash from HOs so that surplus cash may be cleared from the treasuries of HPOs.
It is therefore, requested to kindly cause suitable action on all above mentioned problems so that the aggrieved Postal Staff may get some relief.

COM. DIPEN GHOSH PASSED AWAY
Com. Dipen Ghosh, Ex-MP and veteran leader of left movement and CPI (M) expired on 13.11.2016 at Kolkata. He was a great leader and guiding spirit of Central Government employees movement. He joined commercial Intelligence & Statistics department, a Central Govt. organization in the year 1953. From 1956 he was the General Secretary of Central Government Employees Co-ordination Committee, West Bengal State. He continued as the President of the organization from 1982. He had led the employees movement not only at the state level but also at National forums. He was the Vice President of All India Defence Employees Federation. Twice he remained in jail custody for 23 months. He was detained without trial under MISA for his active involvement in the historic Railway strike of 1974. During the dark days of Emergency he was imprisoned for 19 months at a stretch and was dismissed from his job. Later he was reinstated after protracted legal battle.
In 1981 he resigned from his job and was elected to the Rajya Sabha as CPI (M) MP from West Bengal. He continued as an MP for 12 years. He was a prolific writer and contributed to numerous magazines and periodicals. He has written a number of books on left movement and contemporary social issues.
