Subject ;  Settlement of 21(Twenty one) point Charter of demand   and next phase of agitational  programme  thereon.

 

Sir,

 

All the Postal Employees’  Union(NFPE) of Assam Circle  have submitted a memorandum containing fourteen point of charter of demands to you  on 12.09.2013 ventilating its  deep resentment  prevailing amongst the members  through a mass demonstration. The fourteen point charter of demand contained in the memorandum was discussed with the  Director of Postal Services(HQ), Assam  on 12.09.2013 and we have been assured that an amicable settlement would be reached within seven days.

 

Further it is also intimated that a meeting of all the Postal Employees’ Union under the banner of Regional Co-Ordination Committee of Postal Employees, Assam was held on 12.09.2013 . After threadbare discussion on the situation arising out of illogical and vindictive action taken on the NFPE leaders and innocent postal employees and also  non settlement of the long pending issues , the RCC of Postal Employees’ Unions, Assam have chalked out  a series of agitational programme  detailed below  if the following charter of demand are not settled.

 

1.       Mass demonstration in front  of  Circle office and Divisional Offices from 23.09.2013 to 25.09.2013. Savingram to be sent  to the CPMG with  copy to the Circle Secretaries and  the  Secretary General of NFPE.

2         Hunger Fast in front of Circle office on 03.10.2013 by Circle office bearers and on 04.10.2013 by  the  Circle office bearers along with  Branch / Divisional Secretaries and members

3        Day long Demonstration/Dharna  in  front of  work place on 21.10.2013.

4        Strike Notice to be served on 03.10.2013 by the circle secretaries to the CPMG, Assam circle  and the Divisional secretaries through the Divisional Heads.

5        Indefinite strike to be commenced from  22.10.2013.

 

 

 

 

 

CHARTER OF DEMANDS :

 

1.       Stop attack on trade union and democratic right.

2.       Withdrawal of all fabricated police case  and vindictive action taken against NFPE  leaders/members.

3.       Stop harassment on innocent staff

4.       Transfer under Rule-37 of P&T Manual Vol.- IV  be cancelled and stopped immediately

5.       Action on bribery case dated 01.07.2013

6.       Action on sexual harassment ---withdrawal all vindictive action taken against the official who raised voice against the sexual harassment cases.

7.       Finalisation of all pending compassionate appointment cases.

8.       No abolition of GDS stamp vendors--status quo to be maintained.

9.       Stopping of holding meeting/training/mela on Sundays and holidays.

10.   Shortage of staff in all cadres--filling up all vacant posts.

11.   Fill up all vacancies  in the circle office due to withdrawal of all deputation.

12.   Replace all old computers and other computer accessories

13.   Non granting of MACP to the postmen and Group ‘D’ staff.

14.   Supply diesel generator to all offices.

15.   Fill up all norm based LSG, HSG-II and HSG-III posts

16.   Fill up all vacant posts of MTS and Postman.

17.   Supply  UPS to all Post Offices and  ensure replacement of   old UPS  battery

18    Streamlining the duty of the system managers.

19    Provision of departmental canteen at DA(P) , Guwahati Office

20    Ensure availability of   two ply/three ply  computer paper  all  kinds of forms.

21    Ensure  supply of uniforms/umbrella , shoes and Chappal to the Postman/MTS and GDS officials
