HONOUR THE ASSURANCE GIVEN BY GROUP OF MINISTERS ON 30.06.2016
·        Increase minimum pay and fitment formula.
·        Revise allowances including HRA with effect from 01.01.2016.
·        Grant option-I pension parity recommended by 7th CPC.
·        Revise pension and grant dearness relief to autonomous body pensioners
·        Implement positive recommendations of Kamlesh Chandra Committee on Gramin Dak Sevaks. Grant Civil Servant Status.
·        Regularise all Casual, Part-Time, Contingent and Contract Workers and grant equal pay for equal work.
·        Remove stringent conditions imposed for grant of MACP etc.
All affiliated organisations and COCs are once again requested to mobilise large number of employee and pensioners as per quota fixed in the last circular and make the programme a grand success.

EXTEND FULL SUPPORT AND SOLIDARITY TO THE STRUGGLE OF DEFENCE EMPLOYEES FOR EXISTENCE.
Hon'be Defence Minister Sri Arun Jaitley has taken decision to outsource 143 products to PRIVATE SECTOR which are being at present manufactured by ordnance factories of Govt of India. Accordingly Defence Ministry has issued orders on 27.04.2017. On implementation of the above major policy decision of the Defence Ministry ,the job of almost 20000 (twenty thousand) defence civilian employees of ordnance factories involved in the production of these 143 products will be at stake. Jobs which are now performed by dedicated ordnance factory workers for years together are being snatched and given to private sector. As a result defence employees are facing serious threat to their job security.

 Against the above decision of the BJP-led  NDA Government , defence employees are organising series of agitational programmes including staying away from the work for one hour during the beginning hour of the duty on24th May 2017 and conducting demonstrations. Confederation National Secretariat calls upon all affiliate's and COC's to extend full support and solidarity to the struggle of the defence employees against privatisation and for job security. Leaders of the Confederation are requested to visit the leaders of ordance factory workers and All India Defence Employees Federation which is spearheading the struggle  and convey our support in person .

ENHANCEMENT OF THE RATE OF BONUS PAYABLE TO CASUAL LABOURERS - FINANCE MINISTRY REJECTED
CONFEDERATION ALL INDIA TRADE UNION EDUCATION CAMP HELD AT TRIVANDRUM ON 6th & 7th MAY 2017

2 days Trade Union Education Camp organised by confederation CHQ at Thiruvananthapuram became a different experience for the delegates because of the presence of eminent and expert teachers, selection of relevant subjects and the wonderful arrangements made by the Reception Committee. The outcome of the camp will be a guidance for the future agitiations of Central Govt. employees. 193 delegates representing 20 COCs and 27 affiliated organisations were participated in the camp.
Programme started on 6th morning at 9.30AM. Com. KKN Kutty National President hoisted the Confederation flag and then the leaders and delegates paid homages to martyrs column. Inauguration started at sharp 10 AM by Com. A. K. Padmanabhan, All India Vice President of CITU presenting the subject "Challenges and responsibilities in the trade union front". Comrade AKP elaborated the Neo liberal policies of the NDA Govt. and its impacts on the working class including C.G. employees. He explained in detail the role & responsibilities of Central Govt. employees in countering the neo liberal attacks. He also mentioned that continuous and united struggle is the only way to overcome it and CG employees under the banner of confederation will take part in that movement. Com. K.K.N Kutty presided. Com. P. V. Rajendran G/S COC Kerala made the welcome speech and Com.V. Sreekumar COC President delivered the vote of thanks.
At 2 PM in 2nd class Com. M. B. Rajesh MP presented the subject "Trade Union and Social issues". Com. Rajesh pointed out the communal agenda imposing by the NDA Govt. and Sangh parivar movement and the working class is most affected due to this divide and rule policy. Strengthening the class oriented working class movement is the only way to overcome it. Com. R. N. Parashar SG, NFPE presided. In the interactive session Com. K.K.N Kutty presented the subject "7th CPC related and other issues of central Govt. Employees - Role of confederation". General secretaries of affiliated organisations and many delegates participated the discussion by raising doubts and questions. Com. K. V. Jayaraj, Atomic Energy Presided in that session. In the evening Kerala folk instrumental music "CHENDA MELAM" was arranged by the reception committee and the delegates enjoyed the programme.
On 7th morning Com. K. Chandran Pillai CITU National Secretary and Ex MP presented the subject"25 years of Neo liberal reforms and role of working class". Com. Chandran Pillai presented the subject in a very effective manner using power point presentation and it was informative and interesting with datas and examples. Com. Vrigu Bhattacharjee, Financial Secretary of Confederation presided. In class V, Com.M. Krisnan S|G Confederation presented the subject "Significance of Joint campaign by central and state Govt. employees against NPS and outsourcing" in his own style inspiring the delegates. Com. R. Seethalakshmi, All India Womens Commitee convenor presided.
2 days camp concluded at 3 PM. In all sessions delegates actively participated in the discussions by putting doubts and raising questions. In all aspects the Trivandrum camp was a different experience and it will become a catalyst for our future struggles. Participation of delegates is as follows. Kerala 64. Total 193 delegates from 20 COCs and 27 affiliates.

Comrades,

     First of all I would like to congratulate you all for making the 16th March one day strike a grand success in Postal. The Strike has clearly exhibited the anger of employees against betrayal by the Govt. on 7th CPC related issues and not fulfilling the assurances given by Group of Ministers on Minimum wage and fitment formula. Besides this the report of Committees to look in to allowances, advances, Pension, NPS, Anomalies etc. has also not been declared. We have to continue our agitation further.

     The National Secretariat of Confederation held on 13th April 2017 in New Delhi has decided the following programme of action.

(1)   Protest Demonstration in front of office of Finance Minister on 23.05.2017.
(2)   Formation of human chain at all important centres to exhibit our protest on 22.06.2017.

For protest demonstration in front of office of finance Minister at North Block, New Delhi, Confederation has allotted quota to NFPE – 500.

Therefore it is allotted to all affiliates as below.

CONFEDERATION TRADE UNION EDUCATION CAMP, TRIVANDRUM

As already informed the Confederation Trade Union Education Camp will be held at Trivendrum from 6th to 7th May 2017 from 10 AM. Venue - BTR Bhavan, Melai Thempanoor, Near Gandhari Amman Kovil, Manjalikulam Road, Trivendrum – (Walkable Distance from Railway Station & Bus Stand)
Delegate Fee – Rs.800/-
Quota of 100 Delegates was allotted to NFPE which we have already allotted to all of our affiliates.

All are requested to attend the camp well in time.


NATIONAL CONVENTION ON NPS AT NEW DELHI ON 10TH JUNE 2017

Confederation and All India State Govt. Employees Federation have decided to organize National Convention on NPS on 10 June 2017 from 2 PM to 6 PM at MPCU Shah Auditorium, Club Road, Ludlow Castle, Civil Lines, New Delhi – 110054 (Near Civil lines Metro Station).

Quota of 200 delegates has been allotted to NFPE Accordingly it is allotted to affiliates as under.

NFPE Federal Executive will be held at NFPE office North Avenue, New Delhi in which some serious programme action can be taken against non-settlement of long pending problems of Postal Employees.

PRO-GOVT AGENCIES ARE SPREADING FALSE NEWS.
 MASS DHARNA IN FRONT OF FINANCE MINISTER'S OFFICE
WILL BE HELD ON 23RD MAY 2017 ITSELF

          It is reported that certain pro-Govt News agencies are spreading false news that Mass Dharna programme in front of Finance Ministers office is cancelled.

          This is totally false news.

          Last time also just a few days before our 15th December 2016 Parliament March the very same news agencies spread false news that Parliament March is cancelled.

          This is a deliberate attempt to defeat our programme. Don't believe in such false news.

          Mobilise maximum employees to participate in the mass Dharna on 23rd May 2017.

SUSTAINED STRUGGLE BY AIPSBCOEA LED TO VICTORY- ORDER ISSUED BY THE DEPARTMENT OF POSTS
Dear Comrades,

Finally, AIPSBCOEA with total support of Secretary General of NFPE has succeeded in getting the nod of Department of Posts in endorsing the Honourable Supreme Court Judgement​/order dated 13-02-2017 in case of Pre UDCs(SBCO) those deprived off financial upgradation under BCR scheme from the date of their juniors​ were benefited​.  The details of the case already has been communicated​ vide Bulletin no.11 of the Association & the same has been reproduced with more details​ in the General Secretary's​ report of 4th AIC held at Kolkata.
The Department has issued order today i.e. 08-05-2017, superseding its previous order dt. 17-05-2000, thus paving way for implementation of the Apex Court Judgement​. The copy of order is placed for ready reference.  (G/S SBCO)
