Resolutions adopted by AIPEU Gr’C’ in the 33^rd Circle Conference held at Kariganj from 6^th April, 2013 to 8^th April, 2013.

 

1.       Harassment in the name of CBS be stopped forthwith.

2.       Adequate supply of forms, computer papers and all kinds of stationeries be ensured immediately.

3.       Repairing of staff quarters and departmental office buildings in Dibrugarh, North Lakhimpur, Sivasagar, Bongaigaon, Borpeta, Mongaldoi and Tinsukia HO be taken up immediately.

4.       Construction of post office building for Bongaigaon MDG, Garmur Satra SO and vertical extension of Nagaon HPO building be taken up immediately.

5.       Construction of Canteen building for Sivasagar HPO and repairing of Tezpur HPO Canteen building be taken up immediately.

6.       Setting up of Cycle/Motorcycle stand at Sivasagar HPO, Mongaldoi HPO and Goalpara MDG.

7.       Supply of furnitures to Sivasagar HPO, Gaurisagar SO, Nazira MDG and PLI branch of Divl. Office, Dibrigarh, Nagaon, Borpeta be ensured immediately.

8.       Construction of boundary wall of all Deptl. Post offices like Biswanathghat SO, Bedeti SO and reconstruction of Khoirabari SO and Panerihat SO.

9.       Allocation of adequate fund for reimbursement of medical, OTA , MIS, MGNREGS bills be ensured for all the divisions  under Assam Circle.

10.   Problem of water supply at Borpeta HO, Tezpur HO, Diphu HO and postal quarters of Mangaldoi HO  be addressed immediately.

11.   Recognition of private nursing home  for treatment of postal staff at Dibrugarh, Nagaon, Tezpur, and Bongaigaon be accorded immediately.

12.   North Lakhimpur be curved out as a separate division.

13.   Upgradation of Tingkhong SO, NTPS SO, Moridhal BO, Mornonoibebejia BO under  

Dibrugarh division and Bongaigaon MDG under Goalpara Division be taken up immediately.

14.    All the departmental and rented office building be equipped with adequate toilet facilities.

15.   Filling up of vacant posts across all divisions be completed immediately.

16.   All kerosene gen sets be replaced with Diesel gen sets.

17.     Finalization of all pending compassionate appointment cases of all divisions.

23.   An additional Generator be provided to Tinsukia HO as the lone 30 KVA generator available is inadequate to cover power needs of HO/DO and WCTC.

24.   Functions of Speednet HUB at Tinsukia HO which deals with SP articles of entire Arunachal Pradesh, Dibrugarh Dn. And Tinsukia Dn are being conducted by a single PA. An additional PA be provided for smooth running of the HUB.

25.   Post offices running with shortage of UPS battery, Passbook Printer, LX Printer, Web Can etc. be supplied with such peripherals immediately.

26.   Vacancy accruing out of retirement of cook of postal Canteen, Tinsukia HO be filled immediately.

Seventh Pay Commission

Get ready for indefinite strike

The demand for setting up of the Seventh Central Pay Commission (CPC), five year wage revision, merger of 50% DA with Pay was first raised by the Confederation of Central Govt. Employees and workers, of which National Federation of Postal Employees is a major affiliate. At that time, in 2010, no other Central Govt. Employees organisation including Railways and Defence raised this demand. Phased programme of action and campaign was organised throughout the country. The justification for the next CPC was also well explained to the rank and file membership with well founded facts and figures. The demand catched the imagination of the workers, cutting across union affiliation by and large they are convinced that the injustices done by the Sixth CPC can be undone only by setting up another pay commission. The erosion in wages due to the unprecedented price rise is very much felt by each and every employee. Further the demand of five year wage revision and the discrimination in wage revision between public sector employees and Central Govt employees is not at all acceptable to the employees.

It is in this background, the confederation has decided to step up the campaign and to organise a massive Parliament March on 26^th July 2012 before the parliament, to exhibit before the highest forum of democracy that the entire employees are restive and any delay in setting up of the 7^th CPC is not at all justified. The largest participation of Central Govt. employees of about more than 20000 in the Parliament March, has proved beyond doubt that the pay commission cannot be delayed any further. In that Parliament March a call for nation wide one day Strike on 12^th December 2012 was given by Confederation.

Hectic campaign was unleashed throughout the length and breadth of the country for making the 12^th December strike a thundering success. The fact that confederation alone is organising a strike exclusively on CG demands after 1968, has given added importance to the struggle. Finally when the strike took place on 12^th December, it became one of the biggest strike of CG employees with the participation from every section, surpassing the estimation of the leadership.

It is at this stage only, the leadership of other Central Govt organisations are convinced that it is high time to demand the setting up of the 7^th CPC. Only because of the sustained and determined effort made by the Confederation, such a situation has emerged. In the meantime, all the Central Trade Unions including INTUC, BMS, AITUC, CITU, HMS etc. has also submitted a memorandum to the Finance Minister setting of 7^th CPC in the 2013 budget itself. And now the biggest Railway Federation (AIRF) and Defence employees Federation (AIDEF) has come forward for a joint programme of action on the two major demands of the CG Employees, viz. Setting up of 7^th CPC and scrapping the PFRDA Bill. A joint call is given by AIRF, AIDEF and confederation to organise nation wide protest demonstration, rallies etc on 29^th April 2013 and also for sending telegrams to Prime Minister.

Thus, now the Govt cannot any longer delay or deny the demand for setting up of 7^th CPC. If the Govt still deny the demand, there is only one alternative left before the employees, i.e. indefinite strike. Let us start mobilising the workers now onwards, so that we can jump into action, if situation warrants.

Union Cabinet today approved the proposal to increase dearness allowance (DA) to 80 per cent, from existing 72 per cent, benefiting about 50 lakh employees and 30 lakh pensioners of the central government.

The hike would be effective from January 1, 2013 and the employees and pensioners will be entitled to arrears.

DELAY IN ANNOUNCEMENT OF DA CONDUCT NATIONWIDE DEMONSTRATIONS ON 23^rd APRIL-2013.

CONFEDERATION CALLS FOR A STRONG PROTEST AGAINST THE INORDINATE DELAY IN GRANTING 8% DA TO CG EMPLOYEES BY GOVERNMENT

DELAY IN GRANT OF DA - HOLD PROTEST DEMONSTRATION ON 23^RD APRIL 2013

Since the implementation of the recommendations of the 4^th central pay commission in 1986, the Dearness Allowance (DA) is paid in two six-monthly installments – in March and September of every year. The practice followed since then is that the order granting DA to government employees is issued in March and September itself.

This time the practice in force since 1986 is violated. Our enquiries with concerned Ministries informed us that the file is already moved for Cabinet approval. But it is nearly a month now. The cabinet has found no time to take a decision on this.

This naturally is quiet disturbing, especially in the time of galloping price line. The employees have, in the past, fought bitterly for grant of DA and the 3^rd CPC gave a definite formula for DA in the aftermath of the one day strike on 19^th September 1968. We cannot allow the hard won DA to be tampered with.

Confederation has written to Prime Minister conveying the disquiet amongst the amongst the employees over the inordinate delay in the grant of additional installment of DA due from 1^st January 2013 and urging the Prime Minister to take immediate steps to assuage the feelings of the employees. Copy of the letter is given along with this Circular.

The Secretariat of Confederation therefore calls upon every affiliate as well as State Committee of Confederation to organise lunch hour demonstration in the work place on 23^rd April 2013, Tuesday and send the following telegram to the Prime Minister of India.

TEXT OF TELEGRAM: EMPLOYEES AGITATED OVER DELAY IN GRANT OF DA, URGE TO EXPEDITE ISSUANCE OF ORDERS.

Each affiliate and State Committee of Confederation may send a detailed report on implementation of the programme in their organisation/state to the Confederation CHQ.

A Seminar cum Study Camp organised by NFPE is going to be held on 27/04/2013 and 28/04/2013 at District Library, Guwahati. All the Branch/Divisional Secretaries, Group-C of Assam Circle are requested to send atleast two delegates from their branches. The CPMG, Assam Circle was requested to grant Special Casual Leave vide letter no. A1/Seminar/Postal Policy/2012 dtd 16/04/2013.
